It is confidential, free, and easy.

What is this all about?
The Town of Moultonborough has established a community notification system that allows us to rapidly get important emergency and civic information out to our many year round and seasonal residents.  The system is maintained for us by Emergency Communications Network (ECN) of Ormond Beach, Florida and operates under the Trademark of CodeRED™.

Do I have to register?
Well, you don’t have to if you don’t want to.  However, when we first set the data base up we are only able to obtain the white pages from the local phone company.  That listing only gives us what many people refer to as “land lines”.  We cannot obtain information for those who have unlisted telephone numbers, cell phones or VOIP (Voice Over Internet Protocol) for their telephone service.  We also have many residents who do not maintain year round telephones at their seasonal residence.

Failing to register may mean we cannot get our message out to them and to you.  Sometimes these may be simple messages like road construction or community events.  At other times they may be warnings about hazardous weather conditions or public safety matters.  We have the best chance of getting this information to you if you enter your personal information into our data base.

What if the system reports "The address entered requires manual review." when I enter my information?

This means that the current mapping system is unable to recognize the address entered. Please check your information to make sure it is correct. If the information is correct you may find the address using the ECN Mapping Tool. To do this use the "click here" link (bottom right) and locate your address on the map of Moultonborough provided.

Is my telephone number included in the notification database?
It may be if it is in the traditional white pages of the local phone book or if you have already registered through one of the available options.  Otherwise it most likely is not in our database.  It is our hope that every residence and commercial facility in our community will be included in the notification database.  

What if I know of someone who does not have internet access to register their information?
There are a number of ways you can assist them or let them know how to register their personal information.  These are:

  • Offer to register them from your computer.  You might obtain the information from them and register it on their behalf over the internet connection on this page.  Click here to do that.
  • Print a form out for them to complete.  You may print out a form for them to complete and mail to us at the address indicated on the form.  Click here to do that.
  • Refer them to the Moultonborough Public Library’s free computer and Internet access program.
  • They may pick up a brochure with the registration form.  These are available in the Town Hall and the Public Safety building.
  • They may call for a brochure and we will mail it to them.  If they call the Fire and Emergency Services Department at 1.603.476.5658, and give us their name and address when they ask for the form, we will mail it to them.  Likewise they could just drop a note requesting the form to the Fire and Emergency Services Department, P.O. Do I have to get these calls?
Not if you don’t want them.  The federal Do Not Call Registry does not apply to the Town but we have made provisions for you to be placed on a Do Not Call List for this CodeRED™ system.  To choose this option you will need to state in writing that you have chosen not to receive information than may be critical to the protection of life, health and property.

Please remember that this Do Not Call List applies only to the CodeRED™ system.  You may continue to receive telephone calls about other Town business.

Why did we purchase this type of system?
The SelectBoard is committed to ensuring that our residents and taxpayer’s have as much access to information on public safety matters and important events as we can make available in a practical manner.  

Prior to contracting for this service we did not have the means needed to get information out as it was happening.  We had to wait for the printing schedule of the newspaper, the broadcast schedule of TV and radio, or whenever people logged onto our website.  Sometimes we just need to get this information out instantaneously as in the case of a major traffic accident or hazardous weather system.  This CodeRED™ service allows your Town officials to rapidly disseminate time-sensitive messages to every telephone number stored in the notification database.  We can send thousands of messages out in the matter of just a few minutes.

How did you pick this particular system?
The Town advertised and circulated a Request for Proposals defining specifics as to what it was looking for and three firms responded.  CodeRED™ offered us the best combination of technology, proven performance and pricing.  We will pay about $10,500 a year for this system.  We have a six year contract at this price.

How does the service work?
Authorized officials send a voice message that is delivered quickly to individual phones in the notification database.  An automated system triggers weather alerts with seconds of the National Weather Service issuing them.

How long does it take for the message to get out?
Calls can be geographically targeted for localized messaging.  In these instances it can be just a few minutes.  If it is a community wide notification we can get that out to all in less than 30 minutes.

What types of messages will be sent using the service?
Any message regarding of general importance to the community can be disseminated using the CodeRED™ service.  Examples would include severe weather warnings and updates, hazardous traffic or road conditions inside the town or affecting local routes, notices of important events such as elections and any other situation that could impact the quality of life or pose a threat to life or property.  

Does everyone get the message?
Not always.  Depending on the type of situation or emergency some messages may in fact be for the entire community.  Often a message is just for a specific section of town.  

May I use a cell phone as my notification database listing?
Yes you may.  We can use cell phones as either a primary or secondary phone numbers in the database.  We encourage you to register the number where we are most likely to be able to reach you with our messages.

What precautions are being taken to protect personal information?
The Town of Moultonborough does not intend to share the data with others except to carry out the purposes of the Community Notification System.  Our contract with ECN does not allow them to share any of the data with others.  They may not share, sell, rent or lease the data base to any third party and neither will the Town.  The sole exception to this is if the Town or ECN is compelled to release the data under a court order or subpoena by a court of competent jurisdiction.

How do I know the call is coming from the CodeRED™ service?
If you have caller ID, it will show the telephone number 866.419.5000.  Except for our fully automated Weather Warnings, which comes from 800.566.9780, every message will begin with the same standard announcement:  “Hello, this is ____________ calling with an important message from the Town of Moultonborough.”  The message content will follow this standard introduction.

Will the CodeRED™ service work if I have a call screening system on my phone?
There are several varieties of call screening devices each with their own technology and software which block unknown callers.  We cannot pre-program *82 ahead of the number we call from but most of these call screening systems let CodeRED™ calls through.  However, some may require some type of pre-programming to allow the 866-419-5000 telephone number to pass through and you should contract your supplier for help.  We may conduct periodic tests to make sure that our messages are being delivered to all on record.  

What telephone number should I list as a non-resident home owner or business owner?
Please use a number where we are most likely to reach you on a 24/7 basis. If you are a business, our data base will hold only one number.  For residences, including our seasonal and property owners who reside out of town, we can accept an alternate number in case we cannot get our message to you at the primary number.

If I have provided more than one phone number, when will they be called?
In most cases, we will be sending calls only to one phone number.  We move to the second number when we have not been able to get the message through to you after three tries on your primary number.

Will the service call numbers outside the 603 area?
Yes.  The area code does not impact whether or not a call is made.

How does the CodeRED™ system respond to busy signals or no-answer situations?
The CodeRED™ dialing system attempts each telephone number up to 3 times in order to maximize the number of delivered messages.  CodeRED™ delivers its recorded messages to a live person or voice mail device.

I am receiving town notification calls at my fax or my secondary phone line.  Can I switch to have the system call my primary phone number?
Yes.  Just go on line and complete a new registration form or send us a new registration form.  We will make the changes for you.

I was not able to listen to the entire call.  Is there a way to repeat the message?
Yes.  At the end of the message playback, simply press any key on your telephone to have it repeated in its entirety.

I answer the phone but the “Hello” message repeats.  It then hangs up, calls back, and the same thing happens again.  How can I hear the entire message?
You may retrieve the most recent message to your telephone for a period of up to thirty days after we made it to you.  To do this you may call back the number displayed on your caller id (866.419.5000).  The last message we sent to your phone will play back, in its entirety, with a time and date stamp.

Do I need to register if I will only be in the area for a few weeks?
You don’t have to if you don’t want to.  You may if you want to.  When you register through our web site (Click here to do that) there is a question that asks if “Is this address permanent or temporary?”  You will select the “temporary” option and indicate whether it is for 1 month, 3 months, 6 months or 1 year.

How long does it take for my registration to take effect?
If you register on line, your registration should be effective within 14 days.  If you mail us the registration form you should assume it will take 21 days from the date you mail it to us for it to take effect.  Actual processing times may be slightly shorter.  A similar processing time will apply to the Do Not Call List.

Do I understand I will be receiving sever weather alerts as well?
Yes.  CodeRED™ Weather Warning will alert you upon our receipt of any National Weather Service (NWS) warning for tornado, severe thunderstorm and flash flood warnings for our area.  Because the system is fully automated (based on information received from the weather service via satellite) residents may actually receive our recorded alert message prior to weather radio activation, sirens and media announcements.

How does CodeRED™ Weather Warning work?
The system uses a polygon warning methodologies based on “Storm Based Warnings” direct from the NWS.  It contacts only those in the affected areas, eliminating many false alarms associated with prior notification methods. CodeRED™ Weather Warning monitors each NWS bulletin to determine the severity of the warning and the exact area(s) affected coupled with the predicted heading of the threatening storm. CodeRED™ Weather Warning then creates a calling database of all subscribers within the projected area of the severe weather.  This calling database is then immediately submitted to the CodeRED™ Weather Warning automated calling system.  By eliminating the need for human intervention to active warnings we have significantly decreased the response time for fast moving storms.

What if I did not hear the entire message?
You may call back the number displayed on your caller id (866.419.5000).  The last message we sent to your phone will play back, in its entirety, with a time and date stamp.  For a repeat of Weather Warnings you need to call 800.566.9780.

What number will be reflected on my caller ID when a Weather Alert is issued?
The caller ID for a CodeRED™ Weather Warning will be 800.566.9780

Will I automatically receive CodeRED™ Weather Warnings?
You will receive these warning unless you “opt out” of the entire CodeRED™ system or just this portion of the system.

When you register on-line there will be a “red” bordered box at the bottom of the page titled “CodeRED™ Weather Warning”.  You may opt out of one or more types of weather warnings by unchecking the appropriate box.  If you register with us by mail, there will be a similar set of boxes for you to review.  However, in this case you need to actually check the box for the warnings you want to receive.

If you receive a telephone call with a weather alert you may also opt out upon the completion of that message.  You need only call back the 800.566.9780 number you received the alert from, using the phone that received the call, and then press "2" at the prompt. If you have signed up more than one phone number, repeat the above procedure, calling the "800" number from the phone you wish to cancel. In any case, you must call from the phone that you want to cancel.
