The 2008 Moultonborough Master Plan
The Moultonborough Planning Board, a body of seven people elected by the Town for at large seats of three year terms, adopted the 2008 Master Plan.
What is a Master Plan?
In legalese, the provisions for a Planning Board to adopt a Master Plan, and what it must include, is set forth in New Hampshire Statute at RSA 674:2 (Click here for more).
Simply put, it is a vision of how the community wants to preserve what makes it special, see its land developed,and provide needed services to its residents and visitors.
The Master Plan was adopted on December 17, 2008. It updates the previous edition adopted on July 16, 1991.
In order for the Town to allocate its resources and establish regulatory frameworks to achieve a vision for the future one must know what the vision for the future is in order. A Master Plan also establishes a sense of timing and responsibility for when and who will be the prime force behind bringing that vision to fruition. Without these a community can all too often find itself caught unprepared for major decisions and dealing with those in a reactionary mode.
The Planning Board appointed an 11 member steering committee which then recruited some 50 persons to serve on 6 subcommittees to examine their specific subject area in detail. Sub-committees developed a detailed set of goals and objectives to move the community from today toward the future. The steering committee and sub-committees drew not only on their own intimate knowledge of the community but citizen surveys to which almost 23% of the property owners responded. These committee members were assisted by a team of professional planners from Municipal Resources, Inc of Meredith, NH over the two year life span of the effort.
