Building permit fees are based on square footage at the following rates:
Finished Area - $0.30 per square foot
Unfinished Area - $0.25 per square foot

A permit is required:
- if building or modification to an existing structure(s) changes the footprint of that building(s);
- if applicable building codes require an inspection of any work to be done in, on or to a new or existing structure; and,
- if building or other construction affects the assessed value of any structure on the property.
Some small maintenance and repair work on an existing structure may not require a building permit. Please call the office for clarification.

Once a complete building permit application is submitted, which includes all requested information, it will take between 2 weeks and 30 days to process.
The property owner or contractor (whoever has signed as agent) will be contacted by email informing them that the building permit has been approved, the total fee that is due, and that it can be picked up in the Land Use Office.
Mechanical, Gas, Plumbing, and Electrical permits submitted with payment and a copy of the relevant state issued license, are generally issued same day.

Inspections are scheduled Monday through Thursday, starting after 9 am. You or your designee will need to call the office to request an inspection, at 603-476-2347. This can be done weekdays between the hours of 7:30 and 11:30 am. If at all possible, please schedule your inspection 24 hours in advance. If time allows, the inspection will be scheduled the same day. Requests for inspections made after 11:30 am will generally be scheduled for the next business day.
You will be asked: 1) Street address of the project, 2) the type of inspection needed, 3) and the contact person's name, 4) and telephone number.
Inspection times will depend on the schedule for that day and specific times can't be guaranteed. If needed, the Code and Compliance Officer will try to call the contact person with an approximate time. If an inspection is done without anyone being present, the Code and Compliance Officer will leave a yellow inspection sticker to indicate the inspection passed. If there are deficiencies in the work inspected, the contact person will be notified.

You need a Demolition Permit when:
- Any structures that would generally require a permit will be razed or removed from a lot.
- An addition or renovation to a building requires a substantial amount of demolition
You do not need a Demolition Permit when:
- Minor accessory structures such as sheds and small garages that do not contain utilities with separate connections or basement-type foundations are removed
- Decks, porches and other similar appurtenances to structures are removed, where the intent is to remove and rebuild
- Minor interior demolition to structures occurs where the intent is to change or renovate
Requirements before a Demolition Permit is issued:
- A completed Demolition Permit application; this application form is in addition to a Building Permit application for any new construction. The fee for a Demolition Permit is $30.
- Proof that any necessary asbestos inspections have taken place (as required by the state of NH), and:
- If asbestos has been found, proof that it has been disposed of properly according to State guidelines.
- Proof that utilities have been cut off as per the requirements of building code and Utility Companies must be submitted.
- A successfully completed and inspected Plumbing Permit for Septic or Sewer Cap-off where applicable (this is a separate permit application)
Important Note: Demolition of a structure that is non-conforming per the Zoning Code (for instance, one that currently is located less than 50 feet from the lake) may result in the new structure being required to fully comply with the current Zoning Ordinance. Please contact the Land Use office with any questions regarding rights to rebuild on your lot.

A home hazard assessment should be done. Emergency Management professionals work on ways to reduce the danger from known hazards. This is called hazard mitigation and you can do the same thing in your home. Look for obvious hazards, such as tree branches too close to power lines or dry brush near the house. In a windstorm, those branches may come down and take your power lines with them. Brush can create a fire hazard during dry years.
You should also be aware of known hazards in your neighborhood. Is there a highway on which hazardous chemicals are transported? Are you located in a floodplain or near a stream that might flood? Look for any natural or manmade structure which could cause danger during extreme weather or in the event of an accident. You should have a plan to escape or otherwise protect yourself.

Here are some other situations where you will most likely be safer inside your house than outside:
Thunderstorms, Tornados or Other High Wind Events
When a Severe Thunderstorm or Tornado Warning is announced, seek shelter in the lowest portion of your house. Basements are best! If your house does not have a basement, pre-select an interior room on the lowest floor. Bathrooms and closets are good choices because of the close framing. Avoid rooms with windows! Note: Do not waste time closing windows!

Most disasters in New Hampshire are weather-related and typically involve the loss of commercial power. Being out of power for a few hours is more of an inconvenience than a disaster, but a prolonged power outage or one which occurs during severe winter weather could force you out of your home and into a shelter.
The ideal situation for homeowners is to have a secondary source of heat which does not require electricity or a generator to provide power. A secondary heat source might be a fireplace or wood or gas stove. If you decide to invest in a generator, be sure a qualified electrician installs it and never operate the generator in an enclosed area, such as a garage. Generators create an inherent carbon monoxide danger and must be properly ventilated.
Also, on the subject of carbon monoxide danger, never use a cooking appliance designed for outdoor use inside. Barbeque grills, whether gas or charcoal, should stay out on the deck or patio. They should never be used indoors.

Emergency Management
Under most circumstances, a power outage will last only a few hours and not put your family in serious danger. Keeping emergency supplies on hand will make the time pass more comfortably and allow you to respond or call for help in the event something more serious occurs.
Here are emergency supplies that a typical homeowner should stock:
- Flashlight and spare batteries. These are safer than candles. Camping-style lanterns can light a whole room and make it easier to read or play games to keep children entertained.
- A battery-powered radio. Emergency instructions will come from officials via Emergency Alert System broadcasts or newscasts. You will need to know what is going on and radio broadcasts will provide this information.
- A wired telephone plugged directly into the telephone jack in the wall. The telephone system generally works when the power is out because the telephone company has its own power system and battery back-ups. A portable or cordless phone requires an external power source and won't work if the power is out. Cell phones may be overwhelmed with large numbers of calls, restricting your ability to get through.
- Store several gallons of bottled water in a cool part of the house for drinking, cooking, or hand washing if necessary.
- Keep some stored food on hand which can be easily prepared. Most people shop once a week, by definition they will have at least a week's worth of food available. Families should choose the type of "emergency food" which suits their needs and taste. Be sure to have appropriate tools to prepare emergency food. Your electric can opener won't do much good if the power is out, so you'll need at least one manual opener.
In addition, everyone in the family should know how and when to call 911 for emergency assistance. Even young children can learn this. Another good idea is to have a contact out of state, such as family members or close friends. A long-distance point of contact is valuable if family members are scattered or are forced to go to a shelter.

If a neighborhood becomes too dangerous to remain in, authorities may order an evacuation. When that happens, the Town, in cooperation with Red Cross and state officials, will open a shelter at Moultonborough Academy. You are not required to go to a shelter if you can make your own arrangements. Regardless of where you go when evacuated, take personal supplies and other essential items with you:
- Personal hygiene products
- Eyeglasses or contact lenses
- Prescription medications and prescriptions
- At least one change of seasonally-appropriate clothing
- Blankets or sleeping bags
- Cash and credit cards
- Books and Games for Children
Evacuations are not common in New Hampshire. When they occur, it is more likely to be a neighborhood being evacuated because of localized flooding than the kind of mass evacuation of wide areas required because of a hurricane that occurs so frequently in southern states. Nevertheless, everyone should be familiar with evacuation procedures in case of need.
One final point on evacuations and shelters, pets will not be admitted. Only service animals such as seeing-eye dogs are allowed. Pets should be left with a friend or neighbor in an unaffected area with a three-day supply of food and water. Moultonborough is currently working on a plan to shelter animals.

The Town of Moultonborough bills twice each year. The first bill of the year is a partial payment, based on one-half of the previous year's tax (unless the assessor has ascertained that a property has physically changed in valuation). In that case, the current year's appraisal will be used.
The tax rate is set in the fall of the year by the Department of Revenue. Tax Bills are printed and mailed in the middle to end of October, they are usually due in December each year. Interest at 8% per annum is charged on tax bills not paid by the due dates. In that we need to ensure adequate time for bills to be received and have a minimum 30-day window for the due date, the second billing due date fluctuates, as we are beholden to the DRA in their setting of our tax rate.
Do we have your correct mailing address? Pursuant to NH law, bills are sent to the last known owner at the last known mailing address. The selectmen update the Town's records according to transfer information received from the Carroll County Registry of Deeds. Often the owner's address on the deed is incorrect as it contains the address prior to moving to the new property. Please be reminded that the post office will only forward mail for one year. It is your responsibility as the owner to advise us of your mailing address in writing. If you do not receive your bill in June and November, please give us a call.

The tax rate indicated on the July tax bill is half of the previous year’s tax rate, based on the total assessment at the time. This tax bill is printed and mailed out near the end of May, and due on July 1st (or the next business day if July 1st falls on a weekend).
Once the Department of Revenue sets our tax rate, your total tax for the year is calculated by taking your total assessed value against the new tax rate (per thousand). The amounts paid in July are deducted, and that is how your second bill amount is determined.

The property tax year runs from April 1 through March 31. Property taxes are based on the assessed value of your property on April 1 of each tax year.

If you escrow your taxes, they will disperse funds directly to us. Banks receive all amounts due electronically, and typically have larger tax services send the funds to us within two weeks of the due date.

The tax lien is placed on any property with an overdue balance. The process can begin any time after the final payment for the year is due (December 1), but must be completed prior to September 30 in order to protect the Town's ability to collect all taxes due. It is a very time-consuming process for the tax collector's office and ultimately very costly to the taxpayer. Following is a brief outline of the lien process.
A Notice of Delinquency is forwarded to the owner(s) of each delinquent tax account. If the account remains unpaid, a Notice of Impending Lien is mailed to all records owner(s), by certified mail, return receipt requested, at least 30 days prior to the lien date. The letter will include the amount of taxes owed, interest, and the cost of preparing and mailing the Notice, as well as the last date and time payment will be accepted. If the account is not paid by the deadline, a lien is placed on the property and recorded at the Carroll County Registry of Deeds. Once the lien is placed, interest increases to 14% per annum.
Within 45 days of the execution of the lien, the tax collector must search the records at the Registry of Deeds to identify any mortgage holders on the properties that have been liened. A Notice is then forwarded to any mortgage holders, including, but not limited to, banks, mortgage companies, or individual persons. The notification is vital to insure the municipality's lien takes precedence over the mortgage. The cost of this procedure is calculated and added to the amount due on each account.
Partial payments may be made at any time. Whenever a taxpayer or a person with a legal interest in a property pays the taxes, interest and costs in full, the Tax Collector must forward a Notice of Redemption to the Register of Deeds within 30 days of the payment date.

After two years from the execution of a tax lien, the Tax Collector must, by NH law, deed to the Town any properties on which full redemption has not been made.
A Notice of Impending Deed is sent to the current owner(s) and any mortgagees at least 30 days prior to deeding by certified mail, return receipt requested. This Notice will include the amount of taxes owed, interest, and costs, as well as the last date and time payment will be accepted. If the total amount due has not been made by the date specified in the Notice, the Tax Collector deeds the property to the Town.

A yield tax is assessed within 30 days after receipt of a report of wood or timber cut is filed. A land use change tax shall be due at the time of the change in use. The appropriate Warrant is forwarded to the Tax Collector. A bill is mailed and is due and payable 30 days after the mailing of tax bill. If the bill is not paid within the 30 days, interest will be charged at the rate of 18% per annum. Any bill not paid is also subject to the same proceedings as outlined in Tax Lien and Tax Deed Process.

- Online payments can be made by credit/debit card or electronic check online. There is a 2.95% convenience fee for credit/debit cards with a $1.95 minimum charge and $0.95 for electronic checks. The fee will be disclosed prior to your authorization to finalize the transaction.

- Payments can be placed in the overnight box to the left of the front entry doors at the Municipal Building. Please deposit checks or money orders only - no cash.

Taxes are billed semi-annually. The first issue property tax billed amounts are an estimate only and is due on or after July 1st. It is usually mailed the middle to end of May. The estimated first bill is computed by taking the prior year's assessed valuation times one-half of the previous year's tax rate. If the Assessors determine that an individual's property has physically changed in valuation, they may use the current year's assessed value times one-half of the previous year's tax rate to compute the partial payment. Usually in late October or early November, the NH Department of Revenue calculates the tax rate. The second and final issue property tax bill is equal to the difference between the total amount of the annual tax as determined by DRA and the first issue bill. The second and final property tax bill is usually mailed by the end of November.

Yes! As required by NH State Law (RSA 76:13), interest is charged at a rate of 8% per annum after the due date stated on the tax bill. Previous year’s property taxes that remain unpaid become subject to the Tax Lien Process and are subject to costs and fees for notice and execution of the tax lien pursuant to NH RSA 80. Upon execution of the lien, interest accrues at a rate of 14% per annum.

Yes! To have your billing data suppressed from the Moultonborough, NH Online Tax Kiosk you must complete the Suppression Request form (PDF). You may the form in the Tax Collector’s Office or by calling, emailing, or mailing your request. This Suppression Request must be in writing and submitted in person, by fax, by mail or email. The request form must be signed by all property owners, all Trustees if a Trust, or all authorized corporate officers if a corporation. Once the completed, fully signed Request form is received and verified by the Tax Collector’s Office personnel, the data will be suppressed. To participate in local, state, and federal elections and Town Meetings, you must be registered to vote. You may register to vote at the Town Clerk's office or at the polls on an election (not Town Meeting) day. You must be 18 years of age, a U.S. citizen, and domiciled in Moultonborough. To register to vote, you must present proof of age, I.D., domicile, and citizenship.

Absentee Ballot Information
New Hampshire law requires that you vote in person at the polling place for your town or ward unless:
- You will be out of town on election day; or
- You have a religious observance that prevents you from voting in person; or
- You have a physical disability or illness that prevents you from voting in person; or
- You have an employment commitment or must care for an adult or child during the entire time polls are open; or
- You are confined in a penal institution for a conviction of a misdemeanor or while awaiting trial; or
- You are a member of the Attorney General’s Address Confidentiality Program or are protected by a Domestic Violence Protective Order; or
- The National Weather Service has issued a winter storm, blizzard, or ice storm warning for your town/ ward for election day, and you have concerns about safely traveling in the storm.

If you are a new resident to the state you must obtain a New Hampshire Drivers' license and Automobile Registration (plates) within 60 days of moving into the State. (NH RSA 261:45 and NH RSA 263:35)
You will begin the registration process at the Town Clerk's office. It is required that you bring in proof of identification (driver's license) and two proofs of residency such as a piece of post-marked mail, current utility bill, closing statement on a purchased home, payroll check, etc. You will also need to bring your out-of-state title to the Town Clerk's office where your New Hampshire title application and registration forms will be prepared. At the Town Clerk's office, you will pay a motor vehicle permit fee based on the original price of the vehicle. A state registration fee based on the weight of the vehicle will be paid, at which time you will receive your plates.
There are two exceptions to the above procedure:
- If your title is being held by a lienholder, bring your current registration to the Town Clerk's office along with the current mileage of the vehicle and the exact name and address of the lienholder and seller. A title application will be prepared by the Town Clerk's office, which you will forward to the New Hampshire Title Bureau. The Title Bureau will swap a New Hampshire Title for the foreign state title with your lienholder. You will not be able to register your vehicle until you receive a letter from the Title Bureau informing you that the title swap has occurred. An exception to this transaction is made when your current registration and/or your automobile insurance will expire within 20 days of the day you come into the office. A sixty-day registration can be issued in this circumstance, giving the State of New Hampshire time to obtain the foreign title from your lienholder.
- Vehicles from year 2000 and newer are titled in New Hampshire: therefore, if you are a new resident to the state, you will need to bring the out-of-state title OR the current registration along with a completed Verification of Vehicle ID Number Form 19A (available online or at the Town Clerk's office) to obtain a New Hampshire registration. If you are moving from another New Hampshire town, you will need a copy of the previous NH registration (current or expired) the title (or copy) OR a completed Verification of Vehicle ID Number Form 19A (available online or at the Town Clerk's office).

Failure to license your dog is a violation of State law. Owners who fail to register their dog by May 1st will be subject to fines and a court summons.
Late charges are assessed at $1 per month, per dog. Civil forfeiture fines will also be assessed in the amount of $25 per dog, which will be payable within 15 days of receipt of the notice of failure to register. Failure to pay late charges and civil forfeiture fees within the 15-day period will result in a summons to appear in court.

Other Important Dog Information
Dogs in Moultonborough are required by law to be restrained at all times. The Animal Control Officer will pick up unrestrained dogs and their owner may receive a fine and summons to Carroll County District Court.

The Town Clerk is responsible for the recording of all vital events that occur in the Town. Vital events include marriages, divorces, civil unions, dissolution of civil unions, deaths, and births.
Per New Hampshire state law, vital records are considered closed records and are only accessible to immediate family members.
Copies of vital record events for births dating 1982, marriages dating 1989, and deaths dating from 1990 to the present are available at the Town Clerk's office, regardless of where in the State of NH the event took place. Copies of vital records for events occurring prior to these dates must be obtained through the NH clerk's office where the event took place.
Copies of vital record events for divorces from 1990 and civil union dissolutions dating from 2008 to within six months from the present search date are available at the Town Clerk's office, regardless of where in the State of NH the event took place. Copies of these records prior to these dates can be obtained at the court where the event took place.
Fees
Certified copy fees are $15 for the first copy of the record and $10 for each additional copy requested at the same time. Checks are payable to the Town of Moultonborough.
A fee of $15 is collected even if the requested record is not on file with this office.

Our contract with ECN does not allow them to share any of the data with others. They may not share, sell, rent or lease the data base to any third party and neither will the Town. The sole exception to this is if the Town or ECN is compelled to release the data under a court order or subpoena by a court of competent jurisdiction.

There are several varieties of call screening devices, each with their own technology and software which block unknown callers. We cannot pre-program star-82 ahead of the number we call from but most of these call screening systems let CodeRED™ calls through. We may conduct periodic tests to make sure that our messages are being delivered to all on record.

It contacts only those in the affected areas, eliminating many false alarms associated with prior notification methods. CodeRED™ Weather Warning monitors each NWS bulletin to determine the severity of the warning and the exact area(s) affected coupled with the predicted heading of the threatening storm. CodeRED™ Weather Warning then creates a calling database of all subscribers within the projected area of the severe weather. By eliminating the need for human intervention to active warnings we have significantly decreased the response time for fast-moving storms.

When you register online there will be a "red" bordered box at the bottom of the page titled "CodeRED™ Weather Warning". You may opt out of one or more types of weather warnings by unchecking the appropriate box. If you register with us by mail, there will be a similar set of boxes for you to review. However, in this case you need to actually check the box for the warnings you want to receive.
If you receive a telephone call with a weather alert you may also opt out upon the completion of that message. You need only call back the 800-566-9780 number you received the alert from, using the phone that received the call, and then press "2" at the prompt. If you have signed up more than one phone number, repeat the above procedure, calling the "800" number from the phone you wish to cancel. In any case, you must call from the phone that you want to cancel.

Property owners who wish to change the use on their property from single family residential to a non-residential or multi-family residential use in a commercial zone need to apply for a Certificate of Occupancy to determine if a Site Plan Approval from the Planning Board is required, even if they are not making improvements to the site or constructing new buildings.

Property owners who wish to develop their property for non-residential or multi-family residential use should contact the Land Use Department at 603-476-2347 to schedule an initial consultation with the Town Planner. It is strongly recommended that property owners retain a professional surveying/engineering firm to assist with site plan and application preparation. After the initial consult, and following the property owner’s surveyor/engineer preparation of an approximately 60% design site plan using the Town’s Site Plan Review Regulations and Zoning Ordinance, a Technical Review Committee (TRC) meeting must be scheduled through the Land Use Department in order for Town Staff to review the plan for technical compliance and staff concerns. This step is necessary for efficiency and expediency as it reduces review time before the Planning Board and allows the Board to move on from the small details of technical requirements so they may focus on more important planning issues with each application. All development proposals must follow this TRC review step before coming before the Board.

Subdividing Your Property or Moving Your Lot Line
Property owners in Moultonborough, seeking to subdivide a parcel of land, or adjust the property boundaries, need to apply to the Planning Board and must meet the requirements of the Town Zoning Ordinance and Subdivision Regulations.
A merger of two or more abutting lots owned by the same property owner is called a "Voluntary Merger". This is the simplest possible property change and can be done with no outside assistance, but still needs Planning Board approval, and recording of a merger document at the Registry of Deeds.
Property owners may change the boundary line between two parcels of land, either parcels in the same name, or parcels held by different connecting owners. If one or both of the lots is "nonconforming" (i.e., does not meet current zoning requirements), the boundary can not be changed in a way that makes a nonconforming lot more nonconforming, or makes a conforming lot non-conforming. For clarification, contact the Land Use Department at 476-2347. This will require the assistance of a licensed NH surveyor.
If you are thinking about subdividing, please call the Land Use Department for guidance at 476-2347. The Town Planner will work with you to subdivide in a manner that offers the greatest protection for your interests, the natural enironment and water quality.
Property owners who wish to subdivide a lot into two or three lots, which may not be further subdivided, can apply for a “Minor” subdivision. This will require the assistance of a licensed NH surveyor. If the property has been recently subdivided, this may limit the use of a Minor Subdivision.
Property owners who wish to be able to subdivide in the future, or those who wish to create three (3) or more lots, and/or need to construct roads and drainage improvements, need to apply for a "Major Subdivision." As the name suggests, this is more complicated and requires more information than a Minor Subdivision. This will require the assistance of a licensed NH surveyor and probably additional professionals, such as engineers.

Town of Moultonborough personnel are not authorized or responsible to determine if your lot is located in a flood zone. Flood plain information is not given over the phone. You can go view the flood plain maps in the Land Use Department, Monday through Friday, 7:30 am to 4 pm or view the PDF files on the Planning Board Web Page by clicking the FEMA Flood Zone Maps link.
Finally, you may go to the Town website, click on the Tax & GIS Maps link and turn on the Flood Plan Map Layer once you have located your property.

There are four items that can go before the Zoning Board of Adjustment; An Appeal from Administrative Decision, a Special Exception, a Variance or an Equitable Waiver of Dimensional Requirement. A complete Zoning Board of Adjustment application needs to be submitted to the Land Use Department by 11:30 am on the deadline date. The Zoning Board of Adjustment meets on the First and Third Wednesdays of the Month. The application must include the appropriate fees and abutter’s list. For purposes of receipt of notification by a municipality of a local land use board hearing, in the case of an abutting property being under a manufactured housing park form of ownership as defined in RSA 205-A:1, II, the term "abutter'' includes the manufactured housing park owner and the tenants who own manufactured housing which adjoins or is directly across the street or stream from the land under consideration by the local land use board.
