Registration Renewals
To avoid long lines, it is strongly recommended that renewals be done online (with a checking account number or credit card), by mail, or through the drop box in front of Town Hall with your renewal notice along with payment of one check made out to the Town of Moultonborough. Please include a self-addressed stamped return envelope if mailing payment or leaving it in the drop box.
New and Transfer Vehicle Registrations
Purchased from a New Hampshire Dealer:
- In person only. Please bring in the CTA (title application) or title/Certificate of Origin from the dealership and your driver's license. For brand-new vehicles, please also bring the window sticker.
- If you would like to transfer plates from your old vehicle, we will also need the original registration of the vehicle from which you are transferring plates.
Purchased through private sale:
- In person only. Please bring your driver’s license. For vehicles year 2000 and newer, we will need the title signed over to you from the seller. If the vehicle is year 1999 or older, bring your bill of sale and one of the following:
- The title
- The prior owner’s NH registration
- A VIN Verification form completed by a NH police officer, NH inspection station, or licensed NH dealer.
- If you would like to transfer plates from your old vehicle, we will also need the original registration of the vehicle from which you are transferring plates.
Lost Registration
- Contactless:
- Online - Go to Online Payments, then click the E-Reg Motor Vehicles button, then Duplicate Registration. Follow the instructions on the screen.
- By mail or drop box - Please complete this form and return it with a check made payable to Town of Moultonborough and a self-addressed stamped envelope.
- In person: Please bring your ID. To save time, you may complete this form ahead of time. (We also have this form available in our office.)
- Fees: Duplicate registrations for road vehicles and trailers are $18 (for just the registration) or $22 if you also need replacement decals. For boats, the fees are $20 for a duplicate registration or $28 if you also need replacement decals. If paying online or with a credit card, there will be additional fees.
Renewal Boat Registrations
- Contactless: If you have the renewal letter from the State of NH, we need the top two slips signed by the primary registered owner and you must add $5 per vessel (for the agent fee) to the total that is printed on the letter. You may mail it to the Town Clerk or place it in the drop box to the left of Town Hall’s front door. Make checks payable to the Town of Moultonborough.
- In person: Bring in the old registration or the boat renewal form from the State (both must be signed by the primary registered owner) along with your driver's license and payment. Add $5 per vessel for the agent fee to the total that is printed on the letter. Make checks payable to the Town of Moultonborough.
New Boat Registrations
- In person only. We need the bill of sale for the boat along with your driver's license and a completed Boat Registration Application form, signed by the owner(s).
Dog Licensing
- Renewals - Dog licenses can be renewed in person, online, by mail, or by drop box. Pricing is as follows:
- $7.50 for a spayed/neutered dog or a puppy
- $10 for an unaltered dog
- $3 for the first dog owned by someone 65 years or older (any additional dogs will be charged at the regular price).
- New Dogs: We will need payment (fees listed above), a copy of the rabies certificate, and a copy of the spayed/neutered certificate (if applicable). If you’re paying through the mail or drop box, please also include a self-addressed, stamped return envelope so we can mail the license and tag back to you.
Please call with any questions. Dog licenses are due annually by April 30th. Late fees are $1 per dog per month beginning June 1st. Civil Forfeiture fees may also be applied which are an additional $25 per dog.
Certified Copies of Birth Certificates, Death Certificates, Marriage Certificates
- Contactless:
- Online - Go to Online Bill Pay then click the vital records icon and follow the prompts. You will need to see a copy of your government-issued photo ID which can be uploaded or emailed to us.
- By mail or drop box - Complete this request form and mail it or put it in our drop box along with payment and a copy of your government-issued photo ID.
- In person: Come in with your government-issued photo ID. You may complete the request form above and bring it in with you to save some time (we also have the form available in our office).
- Fees: The first copy is $15 and any additional copies printed at the same time are $10 each (e.g., 2 copies is $25, 3 is $35, etc.). Make checks payable to Town of Moultonborough.
Marriage Licensing
- In person only. If neither person has been married before, we will only need your government-issued photo IDs and payment. If either party has been married prior to this union, we will need a proof of the dissolution of the most recent marriage (divorce decree or death certificate). Birth certificates are helpful, but not required. The fee to apply is $50 and you will leave with the license after about a half hour. We can take cash, check, or card for the marriage license (there is a 3% fee added to all card transactions by your credit card company).
- You may choose to pre-pay for certified copies of your marriage certificate to be mailed to you after the marriage takes place. The fee is $15 for the first copy and $10 for any additional copies printed at the same time. The certified copies must be paid by cash or check separately from the $50 marriage license fee since we can’t process them until after your marriage takes place.
- Since the average processing time for a marriage license is 30 minutes, we ask that you please arrive between 7:30 am and 3:30 pm for this task. Appointments are not required.
Absentee Ballots
- Contactless: Absentee ballot applications must be completed in order to receive an absentee ballot. To find the appropriate application, please click here. This page is updated before each election as soon as request forms are available. You may fill out the form and email it back, fax it to us at (603) 476-2778, mail it to PO Box 15, Moultonborough, or put it in an envelope addressed to the Town Clerk and put it in our drop box to the left of Town Hall’s front door. We will mail your ballot to the address you request on your form.
- In person: Please bring your government-issued photo ID. You can print the absentee ballot request form and complete it at home to save time or fill out the form in person at the Town Clerk’s office. If we have the ballot, we will give it to you when you bring in your request. If we do not have the ballots yet, we will mail it to the address you provide as soon as they become available.
Duties & Responsibilities
The office of the Town Clerk is responsible for motor vehicle registrations including titles and license plates, boat registrations, marriage licenses, certified vital records, dog licenses, wetlands applications, aqua-therm permits, and articles of agreement. The Office of the Town Clerk also administers and conducts elections in accordance with state and local laws. This includes town, state, and federal elections.

- What do I need to register to vote?

In order to participate in local or state elections and meetings, you must be registered to vote. You may register to vote at the Town Clerk's Office or at the polls on an election (not meeting) day. You must be 18 years of age, a U.S. citizen, and domiciled in the Town. To register to vote, you must present proof of age, I.D., domicile and citizenship.
If you are unable to produce documents for ID, domicile or citizenship, you may fill out and sign an affidavit for each. A signed affidavit for ID or citizenship satisfied the proof requirement for these voter qualification categories.
Absentee Ballot Information
New Hampshire law requires that you vote in person at the polling place for your town or ward unless you:
- Plan to be absent on the day of the election from the city, town, or unincorporated place in which you are registered to vote.
- Cannot appear in public on election day because of observance of a religious commitment.
- Are unable to vote in person due to a disability.
- Cannot appear at any time during polling hours at your polling place because an employment obligation requires you to remain physically at work or to be in transit to or from work from the time the polls open until after the time the polls close.

If requesting or returning an absentee ballot through the mail, please allow sufficient time for mailing. Absentee ballots must be returned either in person by the voter or through the mail. In-person returns can be accepted up until 5 pm the day before the election and mail returns can be accepted up to and including election day.

If you are a new resident to the state you must obtain a New Hampshire Drivers' license and Automobile Registration (plates) within 60 days of moving into the State. (NH RSA 261:45 and NH RSA 263:35)
You will begin the registration process at the Town Clerk's office. It is required that you bring in proof of identification (driver's license) and two proofs of residency such as a piece of post-marked mail, current utility bill, closing statement on a purchased home, payroll check, etc. You will also need to bring your out-of-state title to the Town Clerk's office where your New Hampshire title application and registration forms will be prepared. At the Town Clerk's office, you will pay a motor vehicle permit fee based on the original price of the vehicle. A state registration fee based on the weight of the vehicle will be paid, at which time you will receive your plates.
There are two exceptions to the above procedure:
- If your title is being held by a lienholder, bring your current registration to the Town Clerk's office along with the current mileage of the vehicle and the exact name and address of the lienholder and seller. A title application will be prepared by the Town Clerk's office, which you will forward to the New Hampshire Title Bureau. The Title Bureau will swap a New Hampshire Title for the foreign state title with your lienholder. You will not be able to register your vehicle until you receive a letter from the Title Bureau informing you that the title swap has occurred. An exception to this transaction is made when your current registration and/or your automobile insurance will expire within 20 days of the day you come into the office. A sixty-day registration can be issued in this circumstance, giving the State of New Hampshire time to obtain the foreign title from your lienholder.
- Vehicles from year 2000 and newer are titled in New Hampshire: therefore, if you are a new resident to the state, you will need to bring the out-of-state title OR the current registration along with a completed Verification of Vehicle ID Number Form 19A (available online or at the Town Clerk's office) to obtain a New Hampshire registration. If you are moving from another New Hampshire town, you will need a copy of the previous NH registration (current or expired) the title (or copy) OR a completed Verification of Vehicle ID Number Form 19A (available online or at the Town Clerk's office).
